2019 Annual Report NPF
Overview
The 2019 Annual Report of the Police Service Commission (NPF) details the activities, challenges, and achievements of the Commission during the year. Established under section 153 of the 1999 Constitution, the Commission is responsible for appointing, promoting, and exercising disciplinary control over members of the Nigeria Police Force. The report is structured into five parts: Part One outlines the objectives, foreword, organizational chart, powers and functions, vision and mission, members, corporate information, and an introduction by the Secretary. Part Two covers the administration and activities of the Commission, including the plenary structure and duties of departments such as Police Recruitment, Promotion, Discipline, Administration and Human Resources, Legal, Investigation, Finance and Account, Zonal Offices Coordination, Commission Council Secretariat, and the Anti-Corruption & Transparency Monitoring Unit (ACTU). Part Three discusses other activities, such as updates on the Head Office building, monitoring of police conduct during the 2019 General Elections, formulation of policies, and validation of a 5-year strategic plan. Part Four outlines challenges and constraints faced by the Commission. Part Five concludes the report. Appendices include police promotions approved in 2019, extracts from the Constitution of the Federal Republic of Nigeria, the Police Service Commission (Establishment) Act No. 1 of 2001, and ranks of the Nigeria Police Force. The foreword by the Chairman highlights that 2019 was a hectic year, the first full year in office for the current management, which focused on sanitizing police appointment, promotion, and discipline processes despite resistance. The Commission aims to ensure the Nigeria Police Force fulfills its internal security mandate effectively and is held accountable to the President and citizens.
