A Gender Policy for the Nigeria Police Force

The document is the final draft report of a Gender Policy for the Nigeria Police Force (NPF), submitted in November 2010. It is a collaborative effort between the NPF, UN Women, and UNFPA. The report is structured in two parts: Part One provides contextual analysis and rationale for the policy, covering police reform, the importance of gender in policing, the problem statement, international and national policy environments, and methodology. Chapter Two analyzes gender issues within the Nigeria Police Acts, regulations, force orders, the Nigerian Constitution, and other laws, including a field assessment of gender disparities. Chapter Three focuses on gender-based violence (GBV), its manifestations, prevalence, legal frameworks, and the NPF's handling of GBV. Part Two outlines the policy framework, declarations, guiding philosophy, principles, priorities, concerns, goals, objectives, targets, strategies, and implementation framework. It establishes a Gender Management System for the NPF and defines institutional roles. The appendices include gender analysis tables, references to MDGs, existing GBV policies, best practices, gender concepts, and a list of project participants. The key gender issues identified include underrepresentation of women, discrimination in recruitment, promotion, assignments, and handling of sexual harassment and GBV cases. The policy aims to mainstream gender, promote equality, and improve police response to GBV.
