Overview

This circular from the Federal Ministry of Finance, dated 1st April 2026, communicates the approval by His Excellency, Mr. President, for the implementation of the 2026 Fiscal Policy Measures and Tariff Amendments. The approved Supplementary Protection Measures (SPM) are based on the ECOWAS Common External Tariff (CET) 2022-2027 and include excise duties on non-alcoholic beverages, alcoholic beverages, cigarettes, tobacco products, and a Green Tax Surcharge, effective from 1st April 2026. The SPM comprises three annexes: Annex I (Import Adjustment Tax list with additional levies on 192 tariff lines, with gradual reduction starting January 2027 until full elimination by 2036, except for products on the AfCFTA 3 percent list), Annex II (Import Prohibition list for non-ECOWAS states, consisting of 17 items), and Annex III (National list of 127 tariff lines with reduced import duty rates to stimulate critical sectors). The circular is addressed to various ministers, the Central Bank Governor, and key agencies including the Nigeria Customs Service, Nigeria Revenue Service, and others.
