Overview

This document is the Centre for Black and African Arts and Civilisation Act of Nigeria, enacted on 24th September 1979 as Act No. 69 of 1979. It establishes the Centre for Black and African Arts and Civilisation as a corporate body with perpetual succession and a common seal. The Centre's affairs are managed by a Management Board composed of a chairman and other members including the Director, an eminent librarian, an eminent archivist, a university scholar in African studies, representatives from the Federal Department of Antiquities, Federal Radio Corporation of Nigeria, Nigerian Television Authority, Federal Ministry of Information and National Orientation, the chairman of the National Committee of UNESCO, and three persons appointed for significant contributions to cultural matters. Members who are not public officers are appointed by the President on the recommendation of the Minister, serving a three-year term renewable once. They may resign by letter to the Minister or be removed by the President for inability or misconduct. Public officer members cease membership when they leave their qualifying office. The Centre functions as a multi-disciplinary institution responsible for promoting public interest in Black and African arts and civilisation, preserving creative works of value from the Second World Black and African Festival of Arts and Culture 1977 (FESTAC '77) or similar cultural manifestations, and of any country or individual pertaining to such festivals. The Act also covers the appointment of a Director, Secretary, and other staff, establishes an Appointments and Establishments Committee, grants the Minister power to give directions, outlines financial provisions, requires annual reports, and allows for regulations and rule-making. A Schedule provides supplementary provisions relating to the Board's proceedings.
