Overview
The Crude Oil (Transportation and Shipment) Regulations 1984 is a statutory instrument issued under the Petroleum Decree 1969 in Nigeria, commencing on 3rd December 1984. It establishes rules for the transportation and shipment of crude oil within Nigeria, prohibiting part cargo or dead freight except under specific conditions (operational practice, loading from multiple terminals, or with Minister's approval). Topping (demanding extra payment) is banned. All vessel capacity declarations must be verified by government authorities, and crude oil can only be loaded into designated tanks. False declarations are considered non-compliance. Vessels must not depart without full documentation and authorization. Loading, unloading, or trans-shipment is restricted to approved locations. In case of breach, the Minister can arrest cargo/ships, arrest persons, cancel licenses, enter premises, conduct inquiries, and order closure of premises.
