Overview

The Defence Research and Development Bureau Act, 2022 is a Nigerian federal law enacted to establish the Defence Research and Development Bureau (the Bureau) as a corporate body with perpetual succession. The Bureau's primary objectives are to conduct and coordinate robust research and development (R&D) within the Armed Forces of Nigeria, coordinate R&D efforts across the three services of the Nigerian Armed Forces (Army, Navy, Air Force), crystallize results of scientific and technical research on defence items for public and private institutions, provide scientific and technical information to the Armed Forces and allies, and initiate new scientific developments. The Act is organized into six parts: Part I establishes the Bureau; Part II establishes a Governing Council to oversee the Bureau, detailing its composition, emoluments, functions, meeting procedures, and cessation of office; Part III outlines the Bureau's structure including headquarters, offices, directorates, centres, and a register of defence-related industries; Part IV covers appointment and functions of principal officers like the Director-General and other staff, including pension provisions; Part V provides financial provisions such as a fund, expenditure limits, audit, and annual reporting; Part VI includes miscellaneous provisions like supremacy of the Armed Forces Act, regulations, and interpretation. The Act was passed by the National Assembly of Nigeria and commenced on 7th February 2023, published in the Official Gazette No. 26, Vol. 110, on 8th February 2023.
