Implementation of Approved Prior Review Threshold for Procurement of Goods, Works and Service wide Application 14th January 2016
Overview
This circular, issued on 14th January 2016 by the Office of the Secretary to the Government of the Federation, Nigeria, announces the revision of prior review thresholds for the procurement of goods, works, and services for service-wide application. It supersedes previous thresholds except those for the Nigerian National Petroleum Corporation (NNPC). The circular is addressed to a wide range of senior government officials and heads of agencies. The revised thresholds are presented in a table format, specifying the approval authorities and the monetary limits for contracts requiring a 'No Objection' certificate from the Bureau of Public Procurement (BPP) or approval from the Federal Executive Council (FEC). For goods, the BPP/FEC threshold is N100 million and above; for works, N500 million and above; and for non-consultant/consultant services, N100 million and above. The Ministerial Tenders Board thresholds are set at N5 million to below N100 million for goods, N10 million to below N500 million for works, and N5 million to below N100 million for services. The Parastatal Tenders Board thresholds are N2.50 million to below N50 million for goods, N5 million to below N250 million for works, and N2.50 million to below N50 million for services. Accounting Officers (Permanent Secretaries) have authority for goods less than N5 million, works less than N10 million, and services less than N5 million. Accounting Officers (Director Generals/CEOs) have authority for goods less than N2.50 million, works less than N5 million, and services less than N2.50 million. The circular takes immediate effect.
