Overview
The Meter Asset Provider and National Mass Metering Regulations -2021 (Regulation No. NERC-R-113-2021) is a regulatory document issued by the Nigerian Electricity Regulatory Commission (NERC) under the Electric Power Sector Reform Act (EPSRA). It amends the previous MAP Regulations (NERC-R-112) and establishes standard rules for metering programs including the MAP framework, National Mass Metering Programme (NMMP), and other approved programs. The regulation aims to close the metering gap, eliminate estimated billing, attract private investment in metering, and enhance revenue assurance in the Nigerian Electricity Supply Industry (NESI). Key provisions include obligations for metering, eligibility and appointment of Meter Asset Providers (MAPs), permit requirements (technical, technology, local content), rights and obligations of parties (distribution licensees, MAPs, customers), minimum requirements for agreements (Metering Service Agreement, Metering Procurement Agreement, Service Level Agreements), other metering frameworks (Vendor Finance, Self-Finance), and miscellaneous provisions on cancellation, related party transactions, dispute resolution, amendments, and capping of unmetered customer bills. The regulation came into effect on August 9, 2021.
