Mineral Oils (Safety) Regulations
Overview
The Mineral Oils (Safety) Regulations are a subsidiary legislation in Nigeria, originally made under the repealed Mineral Oils Act and deemed to be made under section 8 of the Petroleum Act (Cap. 350 L.F.N. 1990, now Cap. P10). They provide comprehensive safety requirements for the petroleum industry, covering duties of licensees, lessees, managers, and employees. The regulations are divided into five parts: Preliminary (short title and interpretation), Duties of Licensees and Lessees, Duties of Managers, Duties of Employees, and Miscellaneous provisions. Key areas include safety measures for drilling, production, storage, fire prevention, handling of explosives, and accident reporting. Definitions include 'Class A Petroleum', 'competent person', 'dangerous area', and 'dangerous atmosphere'. The regulations apply to operations involving crude oil, petroleum products, and related activities. They emphasize the appointment of competent persons, safety precautions, and penalties for offences. The schedule provides a form for a summons to witness.
