National Civil Aviation Policy (NCAP)
Overview
The National Civil Aviation Policy (NCAP) 2023 is a comprehensive policy document released by the Federal Government of Nigeria in May 2023. It updates the previous 2013 NCAP to reflect technological advancements, new safety and security challenges, and the evolving aviation landscape. The policy aims to build a private sector-led aviation industry, enhance Public-Private Partnerships (PPP) for infrastructure development, and position Nigeria as the most competitive aviation hub in Africa. It leverages the Single African Air Transport Market (SAATM) and aligns with AU Agenda 2063. The policy introduces 'The Roadmap' to address present and future challenges, emphasizing co-dependence with PPPs. Key objectives include making air travel the preferred mode of transport for Nigeria's over 200 million population, utilizing the country's 923,768 sq km land area, and strengthening economic growth. The document includes a foreword by the Minister of Aviation and Aerospace, Senator Hadi A. Sirika, and references the Civil Aviation Act 2022, which was signed into law by President Muhammadu Buhari. The policy was developed by a Technical Review Committee set up in August 2022, comprising stakeholders from public and private sectors.
