Overview
This document outlines the National Commission for Colleges of Education Act of Nigeria, enacted in 1989. It establishes the National Commission for Colleges of Education (NCCE) as a corporate body with perpetual succession. The Act details the composition of the Governing Board, which includes a chairman appointed by the President, representatives from various ministries and organizations (such as the Ministry of Education, Ministry of Finance, Nigerian Union of Teachers, universities, colleges of education, state Ministries of Education, Nigerian Academy for Education, and Women Affairs), and three individuals appointed on merit. The executive secretary serves as an ex-officio non-voting member. Board members (excluding public officers) serve three-year terms, renewable once. The Minister can remove members at any time if deemed in the best interest. The Commission's primary functions include advising the Federal Government on teacher education outside universities and polytechnics, setting standards, accrediting programmes, and coordinating activities of colleges of education. Supplementary functions involve conducting research, collecting data, and collaborating with other bodies. The Act also establishes the NCCE Fund, provisions for staff, pensions, budgeting, annual reports, and the Minister's power to issue directives.
