Overview

The National HIV and AIDS Strategic Framework 2021-2025 provides a comprehensive blueprint for Nigeria's response to the HIV and AIDS epidemic, aiming to accelerate progress towards epidemic control and end AIDS by 2030. Developed by the National Agency for the Control of AIDS (NACA) with support from various stakeholders, including UNAIDS, PEPFAR, WHO, and civil society organizations, the framework builds on evidence from the 2018 Nigeria AIDS Indicator and Impact Survey (NAIIS) and subsequent studies. It outlines strategic priorities, targets, and interventions for the period 2021-2025, focusing on high-impact and efficient strategies, sustainability, and collaboration across all levels of government and sectors. The framework emphasizes the need for a guided, evidence-based response, leveraging individual strengths and maximizing resources. Key areas include prevention, treatment, care, and support, with a strong emphasis on reducing new infections, eliminating stigma and discrimination, and promoting ownership and sustainability of the HIV response. The document serves as a template for developing biannual operational plans at national and state levels, guiding the effective implementation of HIV programs. It acknowledges the financial and technical support of the Federal Government of Nigeria and international donors, reaffirming the commitment to an AIDS-free Nigeria.
