National Policy on Labour Migration
Overview
The National Policy on Labour Migration (Federal Republic of Nigeria, 2020) is a reviewed version of the 2014 policy, developed by the Federal Ministry of Labour and Employment with support from EU, IOM, ILO, and GIZ. It aims to promote effective labour migration governance, protect migrant workers' rights and welfare, and optimize benefits for national development. The policy outlines specific objectives, including regulation, institutional frameworks, social partner involvement, data generation, international cooperation, gender responsiveness, and capacity building. It also covers protection mechanisms such as equality of treatment, labour standards enforcement, orientation programmes, fair and ethical recruitment, external protection, and migrant welfare funds. For development, it discusses mainstreaming migrant contributions, linking migration to employment, skills development, leveraging remittances, reintegration of returning migrants, negotiating bilateral labour agreements, and engaging diaspora expertise. The document is structured into five parts with detailed sections on governance, protection, and development.
