The National Space Research and Development Agency Act, 2010 (Act No. 9) is an Act of the National Assembly of the Federal Republic of Nigeria to establish the National Space Research and Development Agency (the Agency). The Act provides for the establishment, composition, and functions of the Agency and its Governing Council. The Agency is a body corporate with perpetual succession and a common seal, capable of suing and being sued. The Governing Council comprises the President of Nigeria as Chairman, the Vice-President as Vice-Chairman, and ministers including Science and Technology, Defence, Interior, the Chairman of the National Planning Commission, and the Minister of Interior. Key functions include encouraging capacity building in space science technology development and management, developing satellite technology for various applications, and related matters. The Act outlines the structure of the Agency, including headquarters, offices, departments, licensing activities, maintenance of a register of space objects, and development centres. Staff provisions cover the Secretary to the Council, appointment of principal officers, the Director-General, directors, and other staff, including a Director for Finance and Administration and directors in technical departments and centres. Financial provisions establish the Agency's fund, expenditure rules, income tax exemption, investment of income, submission of programme and budget estimates, audit and accounts, and annual reporting. Miscellaneous powers include property purchase, building, leasing, selling, borrowing, gift acceptance, commencement of suits, and regulation-making. The Act commences on 27 August 2010.
