Overview

The National Tobacco Control Enforcement Plan is a policy document developed by the Federal Ministry of Health and Social Welfare of Nigeria, in collaboration with Management Sciences for Health and other stakeholders, to guide enforcement of the National Tobacco Control (NTC) Act 2015 and its Regulations 2019. The plan outlines a governance structure for enforcement, identifies enforcement agencies, and specifies seven key strategies, offences, penalties, and responsible agencies. It aims to reduce tobacco-related deaths (28,876 annually in Nigeria) and align with the WHO Framework Convention on Tobacco Control. The strategies include prohibition of smoking in indoor and outdoor public places, prohibition of tobacco advertising and promotion, regulation of tobacco product packaging and labeling, prohibition of sale of tobacco products to minors, regulation of tobacco product ingredients, promotion of cessation services, and monitoring and evaluation. The document includes a foreword by Honourable Coordinating Minister Professor Muhammad Ali Pate and a preface emphasizing its role as Africa's foremost tobacco control enforcement plan.
