Overview

The Nigeria Every Newborn Action Plan (NiENAP) is a strategic document developed by the Federal Ministry of Health to end preventable newborn deaths in Nigeria. Each year, over seven million babies are born in Nigeria, and 240,000 die within the first month of life. Neonatal deaths account for 32% of under-five child mortality, with causes including complications of prematurity, birth asphyxia, and infections. The plan builds on previous analyses (2009 and 2011 Newborn Situational Analysis, 2013 Bottleneck Analysis) and the 2014 Call to Action on Newborn Health. It outlines a vision, goals, and targets to accelerate progress and scale up evidence-based interventions. Guiding principles include country leadership, integration, accountability, equity, human rights, innovation, and research. The plan covers strategic objectives and priority activities across ten key areas of the Nigerian health system, with oversight and monitoring and evaluation frameworks. The document calls for collaboration among government, partners, civil society, donors, and the private sector to ensure babies not only breathe but survive, thrive, and transform.
