Nigeria Gas Master Plan
Overview
The Nigerian Gas Master Plan (NGMP) is a comprehensive policy document aimed at transforming Nigeria's gas sector from a dormant state in 2006 to a market-based system with willing sellers and willing buyers. The document is structured into three parts: Part A provides context on Nigeria's upstream gas sector, the evolution of gas utilisation, the burgeoning market opportunity, and the need for government intervention. Part B outlines policy interventions including the Domestic Supply Obligation (DSO), gas pricing policy, market structure and credibility policies, a gas infrastructure blueprint, and gas industrialisation (Gas Revolution). Part C summarises the current status as of August 2013, covering gas infrastructure and supply, gas utilisation in the power sector, development of gas-based industries, and gas exports. The plan is described as active and live, with periodic updates to address changing market conditions.
