Overview
The Nigerian Oil and Gas Industry Content Development Act (2010 Act No. 2) is a Nigerian federal law enacted on April 22, 2010, to promote the development of Nigerian content in the oil and gas industry. The Act establishes the Nigerian Content Development and Monitoring Board (NCDMB) to supervise, coordinate, monitor, and implement Nigerian content requirements. Key provisions include giving first consideration to Nigerian independent operators in license and contract awards, exclusive consideration to Nigerian indigenous service companies for land and swamp operations, and mandatory submission of a Nigerian Content Plan (the Plan) for all projects. The Board reviews plans and issues Certificates of Authorization. Compliance with the Act is a major criterion for bidding and licensing. The Act applies to all operations in the Nigerian oil and gas industry, overriding other enactments like the Petroleum Act.
