Overview

The Nigeria Security and Civil Defence Corps (Amendment) Act, 2007 amends the principal Act of 2003 to enhance the Corps' capacity in protecting public infrastructures, crisis resolution, and security. Key amendments include expanding the Corps' functions to assist in maintaining peace and order, protecting civilians during emergencies, registering and supervising private guard companies, conducting inspections, and sealing unlicensed operators. The Corps is empowered to maintain 24-hour surveillance over government infrastructures, enter and search premises, seize vandalism-related materials, and arrest suspects without warrant. It can investigate and prosecute offences related to criminal activities, chemical/oil spills, industrial espionage, fraud, activities frustrating government programs, riots, civil disorder, religious unrest, and vandalism of utilities (power lines, oil pipelines, NIPOST, water boards). The Corps also monitors religious bodies, trade associations, and terrorist activities, including cults, ethnic militias, and syndicates defrauding governments. Additional duties include warning civilians, evacuation, shelter management, decontamination, rescue operations, emergency medical services, and danger area demarcation.
