Overview
The Nigerian Communications Act, 2003, is the primary legislation governing the communications sector in Nigeria. It was enacted on 19th August 2003 and published in the Federal Republic of Nigeria Official Gazette. The Act establishes the Nigerian Communications Commission (NCC) as the independent regulatory authority for the communications industry, defines the objectives of the Act, outlines the functions and powers of the Commission, and sets up a Governance Board and management structure. It also defines the role of the Minister and establishes the National Frequency Management Council for spectrum management. The Act covers licensing requirements, classes of licenses (individual and class), and license conditions. It grants the Commission powers to issue directions, conduct inquiries and investigations, gather information, and maintain a public register. The Act aims to promote fair competition, protect consumer interests, and ensure efficient and reliable communications services.
