The Nigerian Electricity Management Services Agency (NEMSA) Act, 2015 is a legislation enacted by the National Assembly of the Federal Republic of Nigeria on 26th May 2015. The Act establishes the Nigerian Electricity Management Services Agency (NEMSA) as a body corporate with perpetual succession, tasked with enforcing technical standards and regulations, conducting technical inspections, testing and certification of all categories of electrical installations, electricity meters, and instruments. Its primary objectives are to ensure efficient production and delivery of safe, reliable, and sustainable electricity power supply, and to guarantee the safety of lives and property within the Nigerian Electricity Supply Industry. The Act is structured into five parts: Part I covers the establishment of NEMSA, its Governing Board, and Management Team; Part II outlines the functions, powers, and responsibilities of the Agency; Part III addresses staff appointments and pensions; Part IV deals with financial provisions; and Part V includes miscellaneous provisions such as annual reports, enforcement powers, ministerial directions, regulations, and interpretation. Key entities include the President of Nigeria, the Minister, the Governing Board chaired by an appointee of the President, and the Managing Director/Chief Executive. The Act also mandates the takeover of the Electricity Management Services Plc, incorporated in 2007, by the Agency. The Board consists of a Chairperson appointed by the President on the recommendation of the Minister, and one person from each of the six geopolitical zones of Nigeria.
