Overview
The Oil and Gas Export Free Zone Decree 1996 (Decree No. 8) establishes the Onne/Ikpokiri area in Rivers State, Nigeria, as an Oil and Gas Export Free Zone. It creates the Oil and Gas Export Free Zone Authority, a corporate body with perpetual succession, to operate and manage the zone. The Authority is governed by a Board chaired by a person appointed by the Head of State, with members including representatives from key ministries (Finance, Commerce and Tourism, Industries, Petroleum Resources, Justice), the Managing Director of Nigerian Ports PLC, the Comptroller-General of Customs, and representatives from the Nigerian Chamber of Commerce, Corporate Affairs Commission, Manufacturers Association of Nigeria, Rivers State Government, and two eminent Nigerians appointed by the Minister. Members serve a three-year term, renewable for one additional two-year period, and may resign in writing. The Head of State can remove members on the Minister's recommendation if it is not in the interest of the Authority or public. The Decree includes supplementary provisions in a schedule.
