Pesticide Registration Regulations 2029
Overview
The Pesticide Registration Regulations 2019, issued by the National Agency for Food and Drug Administration and Control (NAFDAC) in Nigeria, establishes a comprehensive framework for the registration, importation, exportation, advertising, sale, distribution, and use of pesticides in Nigeria. The regulations mandate that no pesticide shall be manufactured, formulated, imported, exported, advertised, sold, distributed, or used without prior registration with NAFDAC. Exceptions are allowed for experimental or research purposes, national emergencies, bulk importation for farm use, and importation of technical grade for local formulation, subject to authorization. Applications for registration must include relevant documents, samples, and non-refundable fees. New pesticide formulations require efficacy assessments over two cropping seasons in two different agro-ecological zones, monitored by approved research institutes. The regulations also cover residue levels, labeling information, issuance and validity of certificates of registration (valid for five years), dealership licensing, Good Manufacturing Practice inspections, penalties for violations (including fines and imprisonment), and forfeiture of unregistered pesticides. The regulations repeal the Pesticide Registration Regulations 2005 and cite the NAFDAC Act and related legislation as enabling authority.
