Q2 2022 Budget Implementation Report
Overview
This document is the Second Quarter and Half-Year 2022 Budget Implementation Report (BIR) from the Ministry of Finance, Budget and National Planning of Nigeria. It provides detailed information on budget performance for the first half of 2022. The 2022 Budget, titled 'Budget of Economic Growth and Sustainability', was prepared within the framework of the 2022–2024 Medium Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) and aligned with the National Development Plan (NDP) 2021–2025. The report fulfills requirements of Sections 30 and 50 of the Fiscal Responsibility Act (FRA) 2007, mandating quarterly implementation reports from the Budget Office of the Federation (BOF) to the National Assembly's Joint Finance Committee and the Fiscal Responsibility Commission. The foreword by the Honourable Minister of Finance, Mrs. (Dr.) Zainab Shamsuna Ahmed, highlights the budget's role in achieving government objectives and thanks MDAs for their contributions. The preface notes that the BOF monitors and evaluates budget implementation quarterly, emphasizing improved transparency and accountability under the Open Government Partnership (OGP). The report indicates that implementation faced challenges due to the Russia-Ukraine war, COVID-19 effects, supply chain disruptions, and high energy and food costs, leading to a significant decline in aggregate revenue compared to prorated estimates. Despite this, the government delivered ₦1,283.84 billion in capital expenditure in the first half of 2022, supporting a reflationary expenditure programme. The document underscores ongoing reforms in budget preparation, execution, monitoring, and evaluation through technology and models to enhance timeliness and accuracy.
