Overview
This document is the 'Q3 and Q4 BIR 2012' report, which consolidates the implementation of the 2012 Nigerian Budget for the third and fourth quarters. It includes a foreword by Dr. Ngozi Okonjo-Iweala, the Coordinating Minister for the Economy and Honourable Minister of Finance, and a preface. The report fulfills the legal requirements of Sections 30 and 50 of the Fiscal Responsibility Act, 2007, which mandate quarterly and consolidated budget implementation reports to the National Assembly and the Fiscal Responsibility Commission. Key challenges faced during the 2012 budget implementation include the late passage of the budget in April 2012, the impact of floods, and poor performance of some revenue categories. Despite these, priority spending continued in sectors like power, infrastructure, youth development, education, and agriculture. Recurrent expenditure was on target, but capital budget implementation was constrained by revenue challenges and poor project management by MDAs. The government plans policy changes to address these issues. This report aims to promote transparency and accountability in public resource management.
